The Outscale API is largely compatible with that of AWS. Workloads designed using Terraform for AWS can be adapted for Outscale with a reasonable amount of effort. Complying with sovereignty requirements does not mean everything has to be rewritten.

Cloud sovereignty has become as much a technical and operational debate as a political one. For the vast majority of critical workloads, Scaleway is more than adequate. However, in the most sensitive sectors (highly regulated healthcare, defence, certain public or industrial sectors), SecNumCloud certification is becoming a legal or contractual requirement.
